Herbert's father Canon Reverend Evan Nepean was the youngest son of Sir Evan Nepean. Sir Evan b 1752 served in the Government as a Colonial Administrator. He was Governor of Bombay (Mumbai) and Secretary of State for Ireland. There are many places named after him, including a town in Ontario, Canada. There is also a small uninhabited island just off the coast of Norfolk Island, Australia which is named after Sir Evan.
